The answer is “all of the above.” There are several times I have re-skinned existing spells for a charisma-based caster, from any list. Or re-skinning a piece of loot or ability into a charisma-based spell.
Part of the fun is also inventing your own spells or milestones. Or letting the player engage in wild or formless based magic and inventing spells on the fly, in the moment.
As usual, players and DMs should work together to come up with cool stuff that fits their world. The sky is really the limit, whether you are playing a bard, or a provoker, a shaman, a witch, a persuader, or seducing, or influencing, or commanding, or intimidating type character. Go nuts.
